Biography
Emmanuel is the Chief Operating Officer and Vice Chairman for Tax and Corporate Services of KPMG in the Philippines.
Prior to joining the Philippines firm, he served as Undersecretary of the Department of Finance (DOF) where he headed the Revenue Operation Group. Emmanuel likewise made a sustained drive for governance reforms in the revenue agencies and is perhaps best known as the motivating force behind RATE (Run After Tax Evaders), the DOF anti-corruption program. Prior to joining government, Emmanuel was with the tax division of another big four audit firm.
